Bellevue's 2023 canopy assessment found trees covering 39.3% of the city. That figure is the baseline ahead of the tree code update the council passed in July 2024, which set these rules for the trees that hang over Bellevue roofs:
Removing a significant tree (at least 6 inches across, measured 4 feet above the ground) or a landmark tree takes a permit, even when you stay within the number of trees your lot can remove each year without replanting.

Under Bellevue's roofing policy, a residential tear-off needs no building permit if the sheathing you repair or replace adds up to no more than five 4x8 sheets. Go beyond that and the job falls under a Single-Family Remodel permit through MyBuildingPermit, which usually skips plan review and can be issued the same day. Bellevue's general permit FAQ is worded more strictly, so ask Building Review at 425-452-4121 if your deck work is close to the line. Roofing laid over the existing roof stays permit-free if it adds no more than 5% to the roof's weight, with two layers at most.
Bellevue says building and energy code requirements apply to a reroof whether or not it needs a permit, though an overlay carries no energy code requirements. On a tear-off, it comes down to the roof cavity. If the cavity is insulated and stays closed, no new insulation is required. If it's opened, the exposed cavity needs insulation to its full depth, and on a vented roof a gap has to stay between the insulation and the sheathing so air can move. If the cavity has no insulation and the tear-off exposes it or the sheathing, insulation has to go in, either filling the cavity or on top of the deck. Replacing a skylight with one the same size in the same opening needs no permit; adding a skylight or moving one means a permit and plan review. Waterfront lots like those on Newport Shores' man-made inlets can sit in a shoreline or critical area, so ask the city before relying on any of these exemptions.
